Sudanese political and civil forces meeting in Nairobi announced new understandings on arrangements for a political process aimed at ending the war, including calls for a comprehensive peace agreement, a transitional constitution, and the establishment of a unified military and security system.

In a final statement issued after meetings held on May 22–23, the groups said the proposed process should address the root causes of Sudan’s conflicts rather than produce what they described as “fragile settlements” that contributed to the outbreak of the April 2023 war.

The meeting brought together signatories to the “Declaration of Principles for Building a New Nation,” signed in Nairobi in December 2025 by the Sudan Liberation Movement led by Abdul Wahid al-Nur, components of the Steadfastness Alliance, including the National Umma Party, Sudanese Congress Party, and Federal Gathering, alongside other civil forces.

Participants stressed the need for broad participation by anti-war civilian forces and called for coordination between regional and international mediation efforts under a single platform based on the Quartet Roadmap issued in September 2025.

The statement rejected any role for the National Congress Party and the Islamic Movement in future arrangements, accusing them of responsibility for igniting the war and calling for accountability for violations and destruction committed during the conflict.

The meeting approved two key documents: the “Charter of the Forces of the Sudanese Declaration of Principles” and a “Roadmap for Stopping and Ending the War,” which addresses humanitarian action, ceasefires, and the political transition process.

The alliance also reaffirmed its commitment to Sudan’s unity and rejected projects of division, while warning against escalating hate speech, racism, and tribal incitement.

The groups called for the formation of a broad civilian anti-war front to pressure the warring parties politically, diplomatically, and through public mobilization, while urging regional and international actors to intensify efforts to end the conflict and respond to the worsening humanitarian crisis.
