The Presidential Council of the Founding Alliance government (TASIS) on Tuesday issued a decision appointing a 24-member Council of Regions, headed by Arno Ngutulu Lodi Abir with Makin Hamid Tirab Damdum as his deputy, in a step aimed at establishing parallel governing institutions to the Sudanese army-led administration.

According to the decision, the Council of Regions will serve as an oversight body for the executive branch, representing Sudan’s regions and exercising powers outlined in the 2025 Transitional Constitution.

The council includes three representatives from each of the eight regions defined in the constitution: Darfur, South Kordofan, Kordofan, Blue Nile, Central, East, Khartoum, and Northern regions.

The decision emphasized the council’s full independence in carrying out its duties, without interference from the Presidential Council, the Cabinet, or any other authority, to ensure it performs its constitutional role.

Authorities were instructed to take immediate steps to implement the decision.

The formation of the council comes as part of broader institutional arrangements announced by the Founding Government, as it seeks to restructure governance during the transitional phase.
