The members of the United Nations Security Council on Thursday condemned the Rapid Support Forces’ (RSF) attack on the city of El Fasher, describing its impact on civilians as “devastating.”
In a statement, Council members denounced the reported atrocities committed by the RSF against civilians, including summary executions and arbitrary arrests. They expressed deep concern over the risk of widespread atrocities, including those with ethnic motivations, and called for all perpetrators of violations to be held accountable.
The Council urged all parties to the conflict to respect and protect civilians, uphold international humanitarian law, and fully implement Resolution 2736 (2024) and the Jeddah Declaration.
Members also called on all sides to ensure the safety of humanitarian workers and their facilities, in line with international law, and to guarantee safe, unimpeded, and sustainable humanitarian access to affected populations.
The statement emphasized the need to protect civilians and provide safe passage for those fleeing violence in El Fasher.
Council members reaffirmed that the immediate priority is to resume dialogue between the warring parties to achieve a permanent ceasefire and launch an inclusive, Sudanese-led political process.
They also urged all UN Member States to refrain from actions that could fuel the conflict or destabilize Sudan, and instead to support efforts aimed at achieving sustainable peace in accordance with international law and relevant Security Council resolutions, including Resolution 2791 (2025).
Reaffirming their strong commitment to Sudan’s sovereignty, independence, unity, and territorial integrity, the Council reiterated its rejection of any attempt to establish parallel governing authorities in areas under RSF control.
