The governor of Khartoum State, Ahmed Othman Hamza, has issued a decision restricting foreigners’ entry into the state unless they hold valid entry visas or special permits.
The decision, reviewed by Darfur24, prohibits foreigners without the required permits from entering Khartoum State by passenger buses, private or public vehicles, and railway trains.
It requires owners and operators of buses, vehicles, and trains to verify foreigners’ identification and entry documents before transporting them to the state.
The decision exempts foreigners who legally reside in Sudan and hold official documents issued by state authorities.
Police and security agencies were directed to enforce the decision, including impounding vehicles and railway locomotives found to have transported violators until investigations and legal proceedings are completed.
The measures also provide for the arrest of the vehicle owner, the foreigner, and any Sudanese citizen found to have violated the decision.
Violators face fines of up to 10 million Sudanese pounds and imprisonment for up to one year. The penalties will be doubled for repeat violations, according to the decision.
