The Council of Ministers of the alternative Sudan Founding Alliance, or TASIS Government, headed by Mohamed Hassan al-Ta’aishi, issued a series of decisions during its first meeting in Nyala, South Darfur State, including halting the disposal of government land and public spaces and banning the export of charcoal, firewood and raw timber outside Sudan.
Government spokesman Khaled Danaa said in a statement that the council ordered an end to all dealings involving government land and public spaces and cancelled procedures carried out after April 15, 2023.
It also cancelled previous licences and approvals for the export of charcoal, firewood and raw timber.
The land decision comes amid controversy in Nyala over the allocation of public spaces designated for places of worship, youth centres and health facilities. Darfur24 has previously reported on alleged irregularities in land management, while judicial authorities affiliated with the TASIS launched investigations and detained several civil administration officials over alleged land violations.
On education, the council formed a committee to evacuate educational institutions and address the situation of displaced people sheltering inside schools, while working to provide alternative accommodation.
The council also formed a committee to review Ministerial Resolution No. 1 concerning the registration and accreditation of national and international organizations.
It approved its rules of procedure, the government’s strategic framework, and guidelines for the temporary operating budget for 2026. It also formed a high-level committee to inventory, evacuate, and take control of government assets and premises.
The council directed residents of El Fasher to complete the process of returning to the city, as the “Establishment” Government continues arrangements to administer areas under the control of the Rapid Support Forces (RSF).
The meeting was TASIS’s first session in Nyala and lasted about 13 days. The ministers had previously taken the constitutional oath before Mohamed Hamdan Dagalo, president of the Presidential Council and commander of the RSF.
