The Sudanese government has rejected South Sudan’s decision to include the disputed Abyei region in its electoral constituencies for the general elections scheduled for December 22, 2026, calling the move a violation of existing bilateral agreements.

In a statement issued on Monday, the Ministry of Foreign Affairs and International Cooperation said South Sudan’s National Elections Commission had approved 102 geographical constituencies, including 12 in Warrap State, which encompass the Abyei Administrative Area.

The ministry stated that the decision contravenes the 2005 Abyei Protocol of the Comprehensive Peace Agreement, the 2011 Agreement on Temporary Security and Administrative Arrangements for Abyei, and UN Security Council Resolution 2046 adopted in 2012.

It said these agreements remain the legal framework governing the status of Abyei and relations between Sudan and South Sudan on the issue.

The government urged South Sudan to comply with its obligations under the signed agreements and to resolve the dispute through negotiations aimed at reaching a final and peaceful settlement that preserves security, stability and bilateral relations.

Sudan also called on the United Nations, regional and international organizations, and the guarantors of the Abyei agreements to reject unilateral measures outside the agreed legal framework and support the implementation of existing accords.

The statement reaffirmed Sudan’s commitment to maintaining good relations with South Sudan while preserving what it described as its legal rights under the agreements governing Abyei.
