Former Sudanese Prime Minister and head of the “Sumud” coalition, Abdalla Hamdok, today, Tuesday, launched an appeal to stop the war and lay solid foundations that address the root causes of the crises in Sudan.

Abdallah Hamdok who ousted by a bloodless coup back in 2021 called for an urgent joint meeting between the African Peace and Security Council and the UN Security Council, in the presence of the commanders of the armed forces and the Rapid Support Forces (RSF), the leader of the Sudan People’s Liberation Movement-North, Abdel Aziz Al-Hilu, the chairman of the Sudan Liberation Movement, Abdel Wahid Mohamed Nour, and the democratic civil forces.

He explained that the meeting aims to reach a humanitarian truce and an immediate and unconditional ceasefire, and to take a package of confidence-building measures and create a climate to end the war, including agreeing on effective ceasefire monitoring mechanisms, including deploying a regional and international peace mission, opening safe corridors to deliver humanitarian aid across Sudan’s borders and within affected areas, in addition to ensuring freedom of movement for civilians throughout Sudan, agreeing to establish safe zones free of military activities, stopping media escalation between the conflicting parties, and releasing all prisoners and detainees.

Abdallah Hamdok whose previous coalition (Tagaddum) has recently split into to alliances over difference to form parallel government in the areas controlled by RSF called on all regional and international parties to refrain from any action that prolongs the conflict, including imposing a comprehensive arms embargo on all parties to the conflict, and ensuring the drying up of war funding resources.

Hamdok’s plan includes calling for an international donors’ conference to bridge the humanitarian funding gap identified by the UN response plan, and launching a comprehensive and credible peace process led by the Sudanese through three simultaneous and integrated tracks.

The tracks include “delivering aid and protecting civilians, the ceasefire track, agreeing on a ceasefire and permanent security arrangements based on the Jeddah Agreement, and launching a national dialogue that addresses the roots of the crisis and establishes sustainable peace in the country.”

He expressed his hope that this process would lead to a permanent ceasefire and a comprehensive peace agreement, transitional constitutional arrangements based on broad consensus and restoring the path of the December Revolution in the democratic civilian transition, and rebuilding and establishing a unified, professional, and national security and military system that distances itself from politics and economics.

In addition to establishing a transitional justice process that holds accountable for violations and achieves justice for victims, and forming a transitional civilian authority with full powers, leading the country until elections.

Hamdok announced that he will start communicating with Sudanese military and civilian parties today to discuss the appeal and the ideas presented in it.

He is also communicating with regional and international powers to mobilize support for implementing these steps, and presenting a detailed vision on the foundations for ending wars, achieving sustainable peace, and establishing the Sudanese state on democratic foundations.

He stressed the pursuit of achieving broad consensus on the foundations and principles of ending the war, through a roundtable/Sudanese-Sudanese dialogue that includes the widest possible sector of forces wishing to end the war, through a preparatory committee of the main Sudanese parties, ensuring the participation of all parties except the National Congress and its fronts. He pointed out the formation of a working group of Sudanese experts and specialists to lead efforts to assess the serious damage caused by the war, and to develop a practical and realistic plan for reconstruction and national recovery, while exploring innovative resources and solutions that allow for the actual start of its implementation
