Sudan’s authorities have approved legal guarantees for participants in the anticipated Sudanese-Sudanese dialogue, including the cancellation of criminal reports linked to political opinions, Justice Minister Abdullah Darf said Tuesday.
Darf said Resolution No. 363 of 2026 cancels reports filed by state agencies against Sudanese residents abroad who return to participate in the dialogue, when the cases relate to political statements or actions.
The decision also bars authorities from initiating criminal proceedings against dialogue participants over opinions expressed during consultations, provided they are related to the issues under discussion.
The guarantees follow demands by the Sudanese-Sudanese Dialogue Committee for written and enforceable protections, public freedoms and safeguards against interference in the dialogue process.
The committee began preparations for the dialogue in army-controlled areas last week, including consultations with political, civil and community groups. Several anti-war forces have rejected the initiative, warning that holding the dialogue in territory controlled by one side of the conflict could deepen Sudan’s political and geographical divisions.
Darf said the state’s role would be limited to providing protection, facilities and legal guarantees, without interfering in the dialogue’s participants, agenda or outcomes.
