The Governor of Darfur, Minni Arko Minawi, on Monday issued a decision establishing a Supreme Committee for Mobilization and Popular Resistance in western Sudan’s Darfur region.

According to the decision, the committee will be supervised by the regional governor and chaired by Police Lieutenant General Issa Adam Ismail Abdel Rahman. Minawi said the move follows recommendations from state-level mobilization and resistance committees, which called for establishing a higher body to oversee recruitment and mobilization efforts.

The Sudan News Agency reported that the committee’s formation comes amid what it described as “exceptional circumstances” resulting from violations committed by the Rapid Support Forces (RSF) across the Darfur states—developments that pushed the regional government to declare general mobilization and a state of full alert.

Minawi instructed the relevant authorities to immediately implement the decision, including the opening of training camps and the reception of all Darfurians capable of bearing arms, in preparation for what he described as a new phase to liberate cities currently under RSF control.

The government said the new committee aims to unify civilian and military efforts under a single leadership, strengthen the region’s defensive capabilities, and regulate training and armament within an official framework supervised by the regional administration.

Darfur remains almost entirely under the control of the RSF, except Tawila and the Jebel Marra areas controlled by the Sudan Liberation Movement led by Abdel Wahid Nour, as well as Al-Tina, Karnoi, and Um Baru, which are held by the Sudanese army and allied Joint Force units.
