The European Union’s Foreign Affairs Council on Thursday adopted restrictive measures against Abdel Rahim Hamdan Dagalo, the deputy commander of the Rapid Support Forces (RSF).

In its statement, the EU condemned “the grave and ongoing atrocities committed by the Rapid Support Forces in Sudan,” including violations committed after the fall of El Fasher.

The Council cited the deliberate targeting of civilians, ethnically motivated killings, systematic sexual violence, starvation as a method of warfare, and the obstruction of humanitarian aid, acts it described as serious violations of international humanitarian and human rights law that may amount to war crimes and crimes against humanity.

The EU affirmed its readiness to impose additional restrictive measures “as appropriate” on all actors responsible for destabilizing Sudan or obstructing its political transition. It also emphasized that accountability remains central to its policy on Sudan, as outlined in the EU Foreign Affairs Council’s conclusions of October 20, 2025.

The United States previously imposed sanctions on Abdul Rahim Dagalo in September 2023 over his role in the conflict.

Separately, EU Commissioner Kayla Callas on Thursday welcomed US President Donald Trump’s announcement of a new initiative aimed at ending the conflict in Sudan, reportedly at the request of Saudi Crown Prince Mohammed bin Salman. Callas said in media remarks that “everyone must do more for peace,” noting that the United States has significant leverage to pressure the warring parties and alleviate civilian suffering.

The EU also announced plans to intensify support for documenting and investigating human rights violations in Sudan as part of efforts to end the cycle of impunity fueling continued atrocities.
