The Sudanese Declaration of Principles Forces on Monday called for an immediate humanitarian truce in Sudan, unrestricted humanitarian access, and stronger protection for civilians, while urging the exclusion of the National Congress Party (NCP), the Islamic Movement, and their affiliated groups from any future political settlement.
The coalition, which includes the Steadfastness Alliance, the original Arab Baath Party, the Sudan Liberation Movement led by Abdul Wahid Mohamed Nour, and independent political figures, made the call in a final communiqué issued after a meeting in Nairobi from July 19 to 21.
The statement said Sudan’s worsening humanitarian crisis and ongoing violations require an immediate cessation of hostilities and a comprehensive political process led by democratic civilian forces. It also called for a review of the current mediation process, arguing that it should be aligned with the Quartet mechanism’s September 2025 roadmap and give civilian actors a greater role.
The coalition announced a three-month joint action plan covering humanitarian, political, diplomatic, media, and human rights activities aimed at supporting efforts to end the war and strengthen civilian participation in peace initiatives.
The statement also condemned the use of drones by both the Sudanese army and the Rapid Support Forces (RSF) against civilian areas and infrastructure, expressing concern over escalating fighting in El Obeid, Kordofan, Darfur, and Blue Nile. It called for all violations, including allegations of chemical weapons use, to be documented and investigated under international law.
The coalition also praised Sudanese civil society initiatives for delivering humanitarian assistance, defending civilians’ rights, and combating hate speech, pledging to continue working with regional and international partners to end the conflict and advance a democratic civilian transition.
