The Sudanese Ministry of Interior said on Monday that it has amended immigration control regulations to allow the issuance and renewal of passports for all Sudanese citizens, except in cases related to identity verification or the revocation or withdrawal of citizenship.
The announcement comes amid reports that some Sudanese embassies abroad have refused to issue passports to individuals whose names appear on sanctions or blacklist databases, including political figures and members of communities accused of supporting the Rapid Support Forces.
Police spokesperson Fath Al-Rahman Mohamed Al-Tom said in a statement obtained by Darfur24 that the amendments were introduced to the “Regulations of Lists and Immigration Control” to facilitate identity procedures and safeguard citizens’ rights.
According to Al-Tom, Interior Minister Babiker Samra Mustafa issued a decision amending Article 14, Paragraph 2, of the 2021 regulations. Under the revised provision, the inclusion of a Sudanese citizen’s name on a blacklist will no longer prevent them from obtaining or renewing a passport.
He said this right remains fully guaranteed, with exceptions limited to cases involving the need to verify identity or instances where citizenship has been dropped or withdrawn by legal procedures.
Al-Tom added that the General Directorate of Passports and Immigration has begun circulating the amended regulations to all its departments, offices, and electronic passport issuance centers inside Sudan, as well as to Sudanese diplomatic missions abroad, to ensure immediate implementation.
He urged citizens who face issues related to name similarity or matching with individuals on ban lists to contact the list management and immigration control authorities in advance, to avoid potential delays or complications at airports and border crossings before starting travel procedures.
