November 30, Khartoum — The Rapid Support Forces (RSF) announced the formation of a civilian authority to administer Khartoum state on Friday evening.

This comes a year and a half after they had seized the majority of the Sudanese capital, including the presidential palace and various ministries. Khartoum has been without a government or administration since the Sudanese cabinet relocated to Port Sudan last year.

The RSF named Abdul Latif Abdullah al-Amin al-Hassan as prime minister and formed a 90-member legislative civilian council which has vowed to provide essential services to people and protect them. It also promised to restore state agencies that have collapsed during the war.

The Sudanese army has recently been gaining ground in Khartoum where intense fighting with the RSF has continued. The army had launched a major ground offensive to retake the capital at the end of September, which was followed by an intense air campaign.

Earlier this month a health official said that 22,000 operations to remove bullets had been performed in Khartoum to remove bullets amid the war. The announcement came as Sudanese army chief Abdel Fattah al-Burhan visited Khartoum’s health ministry.

A report by the London School of Hygiene & Tropical Medicine revealed that 61,000 died in Khartoum since the war began in April 2023 until June 2024. Of these, 26,000 people were killed as a direct result of the violence. Over 90% of deaths in Khartoum went unrecorded, the report also said.
