November 6, Nairobi — Humanitarian actors in Sudan are deeply concerned that SAF-aligned Humanitarian Aid Commission (HAC) continues to block emergency relief deliveries to all parts of Sudan, the U.S. Special Envoy Tom Perriello said in a post on social media site X on Wednesday.

Between August and October, HAC allegedly prevented 520 of the 550 humanitarian relief trucks from leaving Port Sudan to deliver life-saving aid to states across Sudan. This meant that 6.4 million people did not receive emergency food and medicine in central and southern Sudan.

This is the third time in less than a month that Perriello has accused the government in Port Sudan, which is under the control of the army, of obstructing the delivery of humanitarian aid.

Last week, Perriello said that the Sudanese authorities in Port Sudan had blocked or delayed the arrival of 90 percent of emergency. Prior to that, on October 21, he said that the commission’s “bureaucratic barriers and delays” prevented seven million Sudanese people from receiving emergency food and medicine.

U.S. in Uganda

On Monday, speaking in Kampala, Perriello warned about the perils of foreign intervention in the Sudan conflict, stating that any influx of weapons, fighters or training would have dire consequences for the country and Horn of Africa.

Perriello met with President Yoweri Museveni of Uganda to discuss the ongoing war and strategies to support peace there.

The conflict in Sudan has caused a steady increase in the number of refugees arriving in Uganda. There are now more than 60,000 refugees registered across the country, according to the United Nations.
