The legal advisor to the Rapid Support Forces RSF, Mohamed Al-Mukhtar Al-Nour, said on Wednesday that the Chairman of the Sovereignty Council and Commander-in-Chief of the Army, Lieutenant General Abdel Fattah Al-Burhan, does not have the right to appoint a governor for West Darfur State due to his loss of legitimacy.
Al-Mukhtar indicated, in a statement to “Darfur24”, that Al-Burhan lost constitutional legitimacy since the military coup against the government on October 25, 2021, and that the war of April 15, 2023 led to a constitutional collapse.
He added: “Therefore, he does not have the right to choose governors, and governance is exercised according to the components of the people, geography and authority, which are components that Al-Burhan does not possess.”
He explained that West Darfur State is under the control of the Rapid Support Forces and is run by a civilian administration agreed upon by all components.
On Saturday, Abdel Fattah Al-Burhan approved the Cabinet’s decision to appoint Bahr Al-Din Adam Karama as governor of West Darfur State.
Tijani Al-Tahir Karshom assumed the duties of the governor following the assassination of the governor of West Darfur, Khamis Abdullah, on June 14, 2023, by virtue of his position as deputy governor before the assassination.
Karshom refused to recognize the decision of the Ministry of Federal Governance that exempted him from his position and continued to perform his duties, due to the support of his presence from the Rapid Support Forces that took control of the state in November 2023.
The Rapid Support Forces appointed Karshom as head of the civil administration of West Darfur the previous June.
