The Sudanese Ministry of Foreign Affairs on Sunday condemned the reception of Mohamed Hamdan Dagalo by Yoweri Museveni in Kampala.

In a statement, the ministry described the meeting as an unprecedented step that “offends humanity before it offends the Sudanese people.”

The statement said the Rapid Support Forces had committed grave violations documented by the international community and condemned by regional bodies of which Uganda is a member, including the African Union and the Intergovernmental Authority on Development.

The ministry added that Uganda had “disregarded the laws governing member states of regional and international organizations, which stipulate that no support should be provided to rebel forces against a legitimate, internationally recognized government.”

While affirming that Uganda has the sovereign right to determine its bilateral relations, the ministry expressed concern that the meeting could signal a shift in Kampala’s policy toward Sudan.

It called on the Ugandan government to avoid any association with Dagalo and not to allow him to use its territory by land or air, stressing the importance of preserving bilateral relations and adhering to principles of good neighborliness and non-interference in internal affairs.

Museveni received Dagalo on Friday at the presidential palace, where the RSF commander said he had arrived in Kampala at the invitation of the government.

The meeting marked the second encounter between the two sides since the outbreak of war in Sudan in April 2023.

Museveni currently chairs a presidential committee established by the African Union to support ceasefire efforts and facilitate dialogue between Sudanese parties.
